Contracts were concluded with a company linked to the head of the Regional State Administration, which inflated the cost of materials; part of the funds was moved to accounts of companies linked to the head of the Regional State Administration and his deputy. On 12.09.2024 five participants were served notices of suspicion (at the time — Article 364(2) of the Criminal Code, losses of over UAH 286 million); in December 2025 the investigation was completed and the acts were qualified under Article 191(5) of the Criminal Code, the amount being over UAH 392 million; on 12.08.2026 the indictment was sent to court, and since 03.09.2026 the preparatory hearing has been under way.
