According to NABU and SAPO, in 2017 the Deputy Minister of Defence and the acting director of the Department of Military-Technical Policy and Development of Armaments and Military Equipment of the Ministry of Defence, in collusion with the First Deputy Secretary of the National Security and Defence Council, organised the procurement under the state defence order of MAZ 6317 (Bogdan 6317) off-road trucks manufactured by SE "Automobile Assembly Plant No. 2" of JSC "AC 'Bogdan Motors'", shares in which, according to NABU, were directly or indirectly owned by the NSDC official and persons close to him. The requirements for localisation of production were lowered, and the price, despite being fixed by the contract, was increased; losses to the state amounted to UAH 17.44 million. Charges: Part 2 of Article 364 of the Criminal Code (abuse of office). On 02.07.2021 the indictment was sent to the HACC (case No. 991/4413/21); the trial has been ongoing since 25.08.2022. In 2024 the former First Deputy Secretary of the NSDC was put on the wanted list, and special (in absentia) court proceedings were ordered against him; on 14.05.2025 he was detained in Spain.
