15% "kickbacks" from contractors of MO "Kyivzelenbud" (2024–2025)

According to the SBI, the National Police and the Kyiv City Prosecutor's Office, the director general of the municipal association "Kyivzelenbud", his first deputy and the deputy head of the capital investment department created a criminal organisation that demanded 15% of the transferred funds from contractors for signing acts of completed work without checking volumes and quality. Ten instances of offering and 5 instances of receiving an undue advantage totalling more than UAH 3 million were documented (February 2025); under 2024 contracts they planned to receive at least UAH 25 million. In its statement of 12 March 2025, the SBI cited the total amount of more than 10 documented episodes of providing, receiving or offering an undue advantage as almost UAH 20 million; the episode amount is taken from the prosecutor's office statement on the indictment (more than UAH 3 million). Suspicion — 12 March 2025 (Article 255(2), (3), Article 368(3), (4) of the Criminal Code of Ukraine); the indictment was sent to the Shevchenkivskyi District Court of Kyiv on 26 June 2025. Official statements do not give names; the director general's full name is based on the Kyiv Mayor's statement of 13 March 2025, the dismissal order of 8 April 2026 and Ekonomichna Pravda. As of 26 June 2025, the court outcome has not been verified.
