Suspicion of abuse of office: withdrawal of VAT refund conclusions that allegedly led to UAH 108 million in penalties recovered from the budget

According to the Kyiv City Prosecutor's Office, a former senior SFS official, while holding a senior position at the Central Office for Servicing Large Taxpayers, instructed subordinates to prepare a letter to the State Treasury Service in Kyiv returning unexecuted the conclusions on VAT refunds to a private company for February–April 2015, although, according to the investigation, the company had legal grounds for the refund and the stated additional audits were never carried out. Through the courts the company recovered penalties for May 2015 – March 2021 of almost UAH 108 million. On 19 September 2025 he was served a notice of suspicion under Art. 364(2) of the Criminal Code. The prosecutor's office does not name him; Korrespondent.net, Sudovo-yurydychna hazeta and other media name Yevhen Bambizov, who at that time was already in custody in another case (a 2023–2025 money-conversion centre). According to the Office of the Prosecutor General (November 2025), the suspect compensated the state for over UAH 130 million in the two proceedings. There is no verdict.
