Payment of UAH 54.2 million from the state budget under a friendly settlement at the ECHR of the complaint of LLC "Zolotoi Mandaryn Oil"

According to NABU and SAPO, in 2013–2016 LLC "Zolotoi Mandaryn Oil", which investigators link to a former Member of Parliament, applied to the ECtHR for recovery from the state budget of UAH 54.179 million of an unpaid debt of PJSC "Kyivenergo" for storing fuel oil, without informing the court that it had not applied to the enforcement service and had, half a year earlier, assigned the claim to an affiliated company. According to investigators, the former MP reached an agreement with the leadership of the Ministry of Justice, the Government Agent before the ECtHR prepared a friendly settlement declaration, and in February 2016 the Ministry of Justice transferred UAH 54.179 million; according to investigators, the funds were laundered through fictitious companies. On 22 January 2020, NABU and SAPO served notices of suspicion on six persons, including a former First Deputy Minister of Justice (Government Agent before the ECtHR) and a former Government Agent before the ECtHR (Article 191(5), Article 209(3) of the Criminal Code of Ukraine); the former Member of Parliament — on 10 July 2023; since August 2023 he has been on the wanted list. In February 2026, according to TI Ukraine, the HACC approved an agreement with another defendant. On 5 October 2026, NABU and SAPO sent to court an indictment against the former Member of Parliament and, according to Slovo i Dilo, four other persons; NABU does not name the accused, and the media link the case to Heorhii Lohvynskyi. It has not been reported who, apart from the former MP, is covered by the indictment. The amount relates to the entire scheme. There is no verdict regarding these persons.
