According to NABU and SAPO, in 2021–2022, with the assistance of Ukrzaliznytsia officials and the so-called «back office», companies controlled by an entrepreneur won tenders of JSC «Ukrzaliznytsia» for the supply of cable and wire products and supplied the products at above-market prices. In March 2024 NABU estimated the losses at UAH 117 million, and in the 2026 indictment at over UAH 140 million (Bihus.Info also gives UAH 140 million). A. Shyl was served a notice of suspicion in this episode in 2024; on 11 August 2026 the indictment against the organisers of the «back office» was sent to court. Persons whose indictment has been sent to court are presumed innocent until their guilt is proven by a court verdict; there is no verdict regarding A. Shyl.
