According to the SBI, family members of the former head of the Odesa Regional Territorial Recruitment and Social Support Centre acquired expensive cars that were subsequently taken abroad, as well as luxury real estate abroad (including in Spain), for a total of more than UAH 190 million; according to investigators, the difference between the value of the assets and the lawful income of the person concerned and his family exceeds UAH 140 million. Yevhen Borysov was detained on 24 July 2023 and served a notice of suspicion of illicit enrichment (Article 368-5 of the Criminal Code of Ukraine) and of violating the rules of military service; in April 2024, the SBI completed the investigation, and on 29 May 2024 the indictment on the first count of illicit enrichment was sent to court. Separately, on 28 May 2024, he was served a notice of suspicion of organising the laundering of illegal proceeds of more than UAH 140 million (Article 27(3), Article 209(3) of the Criminal Code of Ukraine). Bail in the various proceedings has changed; in October 2025, a court in Odesa, in the case of unauthorised abandonment of a military unit, ordered compulsory appearance because, according to the SBI director, the defendant had not been appearing at hearings. As of October 2025, there is no verdict; the further course of the case has not been verified.
