According to investigators, the former head of MUE «Kyiv Metro» failed to ensure risk assessment and inspections of defective structures on the Obolonsko-Teremkivska line, which led to depressurisation and flooding of the tunnel between the «Demiivska» and «Lybidska» stations; on 8 December 2023 traffic on the section was stopped. On 12 November 2024, the Kyiv City Prosecutor's Office reported serving a notice of suspicion under Article 367(2) of the Criminal Code; for December 2023 – March 2024 the losses to the city budget amounted to over UAH 138.5 million, and in addition the metro lost almost UAH 26 million in revenue (not included in the amount). The prosecutor's office does not name the person; according to media and Bihus.Info, the suspect is Viktor Brahinskyi. The investigation is conducted by police investigators of the metro unit of the Main Directorate of the National Police in Kyiv. He has been put on the wanted list. There is no verdict.

According to a Bihus.Info investigation (March 2024), real estate (apartments and parking spaces in Kyiv, 0.5 ha of land in Kozyn) and a car with a total approximate value of about USD 1 million were registered in 2021–2024 to a person whom Viktor Brahinskyi did not list in his declaration as a family member, without commensurate income; the journalists showed extracts from the register of property rights and recorded a conversation with the metro's chief lawyer, who confirmed that they live together. On 15 March 2024, SAPO registered criminal proceedings No. 42024000000000403, investigated by NABU (according to Bihus.Info — illicit enrichment, misappropriation and embezzlement). No notice of suspicion in these proceedings was found; the value estimate is the journalists'. There is no verdict.
