Suspicion of receiving an undue advantage from contractors of the Housing and Utilities Department of the Poltava City Council (10% of road repair contracts)

According to NABU and SAPO, from April 2024 to January 2026 officials of the Housing and Utilities Department of the Poltava City Council, in collusion with a city council member, demanded from contractors a 10% kickback on the value of road maintenance and current repair contracts in exchange for unhindered performance of work, timely payment and the conclusion of new contracts; according to investigators, the funds were transferred through currency exchange. In June 2026 the council member was served a notice of suspicion (Article 368(4) of the Criminal Code); at the HACC he was charged with UAH 7,706,040 (NABU: "more than UAH 7.7 million" for all suspects at that time). The council member's name — Yurii Brazhnyk — was given by Suspilne, the AntAC and LB.ua from a broadcast of the HACC hearing; NABU's official announcement does not name him. On 31.08.2026 NABU expanded the circle of suspects to 9 persons; the total amount under the scheme exceeds UAH 29.9 million (not only in respect of this person). The defence denies involvement. There is no verdict; the person is presumed innocent.
