According to the Office of the Prosecutor General and the SBU, in 2010 a former Member of Parliament from the Party of Regions, in collusion with the then head of the Obukhiv District State Administration and the head of the local department of the State Land Resources Committee, registered 23 forest fund plots in the Koncha-Zaspa nature reserve (41.5 ha, worth over UAH 595 million at the time of the events) in the names of 23 nominees, after which the land was resold to affiliated persons over eight years. On 9 April 2026 the former head of the Obukhiv District State Administration was served a notice of suspicion under Article 191(5) and Article 209(3) of the Criminal Code of Ukraine, and two other participants who are abroad were served in absentia. The official OPG announcement does not name names; the SBU and Ukrainska Pravda name the former MP as Andrii Derkach. The investigation is ongoing; there is no verdict.
