Purchase of an unfinished building for an Administrative Services Centre in Bila Tserkva at an inflated price (overpayment of over UAH 8.73 million)

According to NABU and SAPO, in 2018 the owner of an unfinished building offered the mayor to sell it for the city's needs for UAH 24 million, which significantly exceeded market offers; the mayor, according to investigators, agreed, and a valuation report was forged for the council members' vote. An expert examination established an overpayment of over UAH 8.73 million. The notice of suspicion was served on 23 September 2022, and the indictment was sent to court in January 2023. After the defendant joined the Armed Forces of Ukraine in 2024, the HACC's consideration of the case effectively stalled; in July 2026 the court ordered that he be brought in by force.
