According to NABU and SAPO, the acting head of one of the Central Territorial Directorates of the Ministry of Defence was, for USD 1.3 million, to ensure the victory of a pre-selected developer in a competition for the construction of housing for military personnel on a departmental plot in the Sviatoshynskyi District of Kyiv; the money was to be handed over in tranches through bank safe deposit boxes; the developer asked to reduce the amount to USD 1 million and handed over the first tranche. In June 2025 the intermediaries were detained, and on 12 August 2025 the official was served a notice of suspicion under Article 368(4) of the Criminal Code. On 19 February 2026 SAPO served him another notice of suspicion under a similar scheme (the demand was reduced from USD 1.1 million to USD 690 thousand). On 10 March 2026 the HACC approved a plea agreement covering both schemes: 4 years' imprisonment with confiscation of all property and a ban on holding positions for 2 years. According to the NACP Register of Corruption Offences (case No. 991/1869/26), the verdict entered into force on 10 April 2026. SAPO does not name him in its announcements; the full name is based on Ukrainska Pravda, TI Ukraine and the NACP Register. The intermediary Oleksii Stasiuk was convicted under an agreement on 14 January 2026; the indictment against Lieutenant Colonel Oleksandr Tyrsha has been sent to court.
