Charges of participating in a criminal organisation through which Odesa lost six land plots and UAH 131 million (damage of UAH 689 million)

According to NABU and SAPO, in 2016–2019 members of a criminal organisation, together with officials of the Odesa City Council, transferred community land for development to predetermined companies without a tender, while developers paid the real value of development rights to the organisation under “informal agreements”; the city hall also overpaid UAH 131 million for real estate on a plot that was allegedly planned to be used to expand a cemetery. The community lost at least six plots with a total area of 15.9 ha; the total damage according to an expert examination is UAH 689 million. The amount concerns the entire case (11 defendants), not only the mayor. The notice of suspicion was served on the Mayor of Odesa on 6 October 2021; on 5 December 2024 NABU announced that the case had been sent to court. The name is not given in the official statement (“the incumbent Mayor of Odesa”). There is no verdict.
