Aiding in the provision of a USD 100,000 undue advantage, purportedly to the leadership of the Office of the Prosecutor General, for the return of seized cars

According to NABU and SAPO, in 2021 the head of a division of one of the units of the Office of the Prosecutor General, together with his deputy, induced the owner of four cars seized during searches (Mercedes-Benz S400 CDI, Porsche Macan GTS, Bentley Continental GT, Land Rover Range Rover) to provide an undue advantage, supposedly to the OPG leadership, for their return and for closing the criminal proceedings; the money was transferred through an intermediary. Notice of suspicion was served on the head of division on 19 January 2022. On 3 January 2025 the HACC found Oleh Halchenko-Avilov guilty of aiding in providing USD 100 thousand (Article 27(5), Article 369(4) of the Criminal Code): 6 years 6 months of imprisonment, a 3-year ban on holding positions in law enforcement bodies, confiscation of USD 60,100, deprivation of class rank. On 21 August 2026 the Appeals Chamber of the HACC upheld the verdict — the verdict entered into force. The record contains the amount from SAPO statements (USD 100 thousand — this defendant's episode); Transparency International Ukraine describes the total amount of the scheme as USD 150 thousand. The proceedings against the deputy head of division were severed and suspended due to mobilisation.
