According to NABU and SAPO, in 2017 officials, including the then Deputy Minister of Economic Development and Trade and the director of SE «Ukrainian Centre «Bezpeka», ensured that SJSHC «Artem» concluded a contract for equipment for serial production of 152/155-mm shell casings (state defence order) with the American company Gray Fox Logistics, which had signs of being fictitious. In May 2018 the plant paid it an advance of USD 8.3 million (50% of the contract value); the next day the funds were transferred to another company; the equipment was not delivered. Damages — USD 8.3 million (UAH 225.4 million at the NBU exchange rate) according to the indictment; in NABU's announcement of the suspicion (December 2019) — USD 8.29 million (UAH 217.27 million). The case was opened by the SBU (suspicions of high treason, 2019), and from December 2019 it was investigated by NABU. On 02.05.2024 the indictment was sent to the HACC. No data on a verdict were found.
