Extortion of an undue advantage for a permit to export dual-use goods to russia (State Service of Export Control)
Alleged
US$250,000
Established by court
—
According to TI Ukraine (“HACC Decided”), in October 2015 S. Holovatyi demanded USD 250 thousand from LLC “Motordetal-Konotop” for permission to export cylinder liners — dual-use goods — to Russia; the money was handed over in tranches, and on 9 December 2015 the SBU detained him while receiving another tranche. The indictment was received by the Podilskyi District Court of Kyiv in 2016, and in 2019 the case was transferred to the HACC. On 22 December 2023 the HACC found him guilty under Article 368(4) of the Criminal Code and sentenced him to 10.5 years' imprisonment with confiscation of property, deprivation of civil service rank and a ban on holding positions for 3 years; the Appeals Chamber of the HACC upheld the verdict, and the verdict entered into force. Discrepancy: in TI's news item on the appeal decision, the amount demanded is given as USD 300 thousand; the episode amount is USD 250 thousand (TI's case description and the SBU statement as retold by LB.ua). The amount established by the verdict has not been checked against the text of the verdict.
