Charges of misappropriating Kyiv city funds through salaries paid to fictitious cleaners of the funeral service

According to the Kyiv City Prosecutor's Office, in 2020–2023 the director of the specialised municipal enterprise "Specialised Plant of Municipal and Household Service Enterprises" (Kyiv's funeral service) organised the payment of salaries to 23 fictitious cleaners who did not work (some of them were abroad); the bank cards of the "employees" were at the disposal of the director and his accomplices. On 26.10.2023 a notice of suspicion was served under Parts 3, 4 and 5 of Article 191 of the Criminal Code; at that time the prosecutor's office estimated the losses at almost UAH 32 million. According to the prosecutor's office, the director admitted guilt, is cooperating with the investigation and has reimbursed UAH 15.9 million. On 27.06.2025 the indictment was sent to court; it cites over UAH 21 million in accrued salaries and a further over UAH 10 million in taxes and levies paid on them. The record shows the amount from the indictment (UAH 21 million). The prosecutor's office does not name him; the person was identified from the report on the dismissal of the funeral service director Oleksandr Holub on 25.10.2023 and from NACP declarations. As of 03.10.2026 the outcome of the trial has not been verified.
