According to NABU and SAPO, in 2016–2019 a Member of Parliament, having influence over officials of the Main Department of the State Geocadastre in the oblast, devised a scheme: the director of a state enterprise waived the right to use plots with a total area of 323 ha, after which they were transferred free of charge to pre-selected individuals, who sold the land to a company controlled by the organiser of the scheme. Losses to the state, according to SAPO's notice of suspicion (24.10.2023), exceed UAH 123 million; Slidstvo.Info cites more than UAH 126 million, and media citing SAPO at the indictment stage cite almost UAH 127 million. The HACC set bail at UAH 26.84 million (06.11.2023); in August 2026 the court reduced it to UAH 22.57 million. In July 2025 the indictment against the MP and four other persons was sent to the HACC. The trial is ongoing; there is no verdict.
