UAH 27 million compensation from the state budget to LLC "Ukrainskyi Voloskyi Horikh" for planting material (Ministry of Agrarian Policy, 2018)

According to NABU and SAPO, in 2018, under a budget programme compensating the cost of planting material, LLC "Ukrainskyi Voloskyi Horikh" received about UAH 27 million in compensation, although, according to investigators, the seedlings were not purchased but were a contribution to the authorised capital from the sole founder. The district commission's conclusion was signed by the Deputy Head of the Mohyliv-Podilskyi District State Administration Mykhailo Hotsuliak; the decision on payment was made by a ministerial commission chaired by the then director of the Agriculture Department of the Ministry of Agrarian Policy Volodymyr Topchii (later Deputy Minister). Suspicions — 19 March 2025 (Article 364(2), Article 366(1) of the Criminal Code of Ukraine); indictment — at the HACC (case No. 991/10401/25). On 3 November 2025, the HACC approved plea agreements: both received 4 years of imprisonment with a 1-year probation period, a fine and a ban on holding positions; they were released from liability under Article 366(1) of the Criminal Code of Ukraine due to the expiry of the statute of limitations. The verdict entered into force on 4 December 2025 (NACP Register of Corrupt Officials). According to TI Ukraine, the damage of UAH 27.85 million has been compensated.
