Civil forfeiture: unjustified assets of a family of Odesa Customs officials and a deputy head of a district council (more than UAH 8.5 million)

Civil forfeiture, not a criminal proceeding. Following claims by a SAPO prosecutor (based on NACP materials), it was established that in 2021 a married couple working at Odesa Customs — a head of division and a chief state inspector — acquired a 103.8 m² apartment in Odesa, and their son, deputy head of a district council in Kyiv Oblast, acquired a 105.5 m² apartment in Kyiv and a Toyota RAV-4 Hybrid car; ownership was registered to a close female relative born in 1937, and after lifestyle monitoring began the assets were sold. On 23.06.2025 the HACC granted 2 claims and declared assets worth over UAH 8.5 million unjustified, recovering them to the state; on 27.01.2026 the HACC Appeals Chamber upheld the decision, and the decision entered into force. The UAH 8.5 million figure is the total for the two claims concerning the whole family; the sources do not give a separate amount for each defendant. SAPO announcements do not give names; according to the Anti-Corruption Action Centre (via LB.ua), they are Serhii and Halyna Hrynchyshyn and their son Serhii; the positions were verified against NACP declarations.
