As established by the HACC, in June 2020 the first deputy head of the Main Department of the State Tax Service in Kyiv, together with other persons, organised the transfer of USD 5 million to the leadership of NABU and SAPO for closing criminal proceedings against former Minister of Ecology Mykola Zlochevskyi; he was to keep another USD 1 million for himself for the intermediation (fraud). On 12 June 2020 he was caught “red-handed”, and on 13 June 2020 he was served a notice of suspicion. On 2 October 2023 the HACC approved a plea agreement (Article 27(5), Article 369(4), Article 190(4) of the Criminal Code) and imposed 5 years' imprisonment with a 3-year probation period. According to TI Ukraine, the appeal was returned and the opening of cassation proceedings was refused (2023–2024); subsequent 2025 rulings in the register have not been checked.
