According to TI Ukraine ("HACC Decided"), in 1998 the State Innovation Financial and Credit Institution (DIFKU) granted SE "Antonov" a loan of UAH 16 million, which was not repaid; on 15 May 2015, DIFKU, headed by A. Isaakian, sold the right to claim this debt to the private firm "Faktor Plius" for UAH 1.5 million. NABU detained A. Isaakian on 19 February 2016; investigators accused him of causing UAH 14.6 million in losses (LB.ua in 2016 cited UAH 14 million), initially of embezzlement and abuse of office. On 11 March 2020, the HACC refused to approve a plea agreement. On 9 November 2021, the HACC found him guilty under Article 367(2) of the Criminal Code of Ukraine (official negligence), sentenced him to 3.5 years of imprisonment, a fine and a ban on holding positions, but released him from punishment due to the expiry of the statute of limitations. There is no information in available sources on an appeal or on the verdict entering into force, so the status is "trial"; as of 3 October 2026, entry into force has not been verified.
