Attempted misappropriation of a land plot of “Derzhbudkombinat” of the Verkhovna Rada Administration in Kyiv

According to NABU and SAPO, in early 2020 an MP of the 9th convocation conspired with employees of SE «State Construction Plant of the Administrative Department of the Secretariat of the Verkhovna Rada of Ukraine» and the then Deputy Head of the Verkhovna Rada Secretariat to take possession of an 8-hectare plot in Kyiv for residential development. Without parliament's approval, the director of the SE held an auction for an investment agreement, won by a company controlled by the MP; the SE's equity share was set at about UAH 300 million, while the actual value of the plot and property exceeded UAH 525 million. In August 2021 the plot was seized; the amount of prevented damages is UAH 331 million. A notice of suspicion was served on 10 March 2023, and on 9 November 2024 the case against the MP and his accomplice was sent to court. NABU does not name him; Bihus.Info reported that the suspect is Dmytro Isaienko. According to the journalists, the competition was won by «Nika» LTD, which they attribute to Perfect Group; Isaienko denies any connection with the company and any arrangements regarding the land.
