Undeclared house with a chapel in the village of Ivankovychi registered to the judge’s father

According to an investigation by Bihus.Info (September 2019), for several days in a row Ihor Kachur, a judge of the District Administrative Court of Kyiv, left every morning for work from a country house of over 1,000 m² (ornamental ponds, a guest house, a private chapel) in the village of Ivankovychi, Kyiv Oblast. The land plot belongs to the judge’s father; the father claims he built the estate himself, explaining his wealth by lobbying for draft laws in the 1990s, whereas, according to a response to the journalists’ request, his official salary at the Cabinet of Ministers and the Secretariat of the Verkhovna Rada in 1992–2005 was at the level of the average wage. The judge did not list the use of the house in his declaration; he promised journalists to include it in his declaration for 2019. The value of the house is estimated in the report at approximately USD 1 million; this is an estimate, not a transaction price. Journalists also reported that the judge’s family owns at least 8 apartments in Pecherskyi District of Kyiv, 4 of them acquired during his time as a judge. The Public Integrity Council, in its opinion of 29.04.2026, noted that the house first appeared in the judge’s declaration only for 2019 as an object of unfinished construction, and that its value according to real estate experts is at least USD 1 million. No criminal proceedings concerning this particular property were found; status — journalistic investigation, no official proceedings have been registered regarding this episode.
