Unlawful seizure of more than 15 ha of especially valuable NAAS land in Hatne (Experimental Farm "Chabany") and its transfer into private ownership

According to NABU and SAPO, in 2013–2014 officials of the National Academy of Agrarian Sciences, the NSC "Institute of Agriculture of NAAS", the state enterprise Experimental Farm "Chabany" and the State Land Agency in Kyiv Oblast, acting beyond their powers (without the consent of the Verkhovna Rada), terminated the Chabany experimental farm's right of permanent use of 144 plots of especially valuable land in the village of Hatne, Kyiv-Sviatoshynskyi District, intended for scientific research; 138 plots (13.26 ha) passed into private ownership, including to members of the NAAS Presidium, their relatives, SBU employees and other persons, and another 6 plots were in the process of re-registration. In March 2019 NABU announced notices of suspicion to seven persons (according to NABU, the losses amounted to almost UAH 44 million), and later to two more; in December 2019 the indictment against nine persons was sent to the HACC (Part 5 of Article 191; Part 3 of Article 15, Part 5 of Article 191 of the Criminal Code). According to the HACC verdict of 13.12.2024, the damage from the misappropriation of 138 plots amounts to UAH 42,553,000, with a further UAH 1,436,000 relating to 6 plots (incomplete attempt); the prosecutor's civil claim is UAH 43,989,000. The amount is the total for the case; the share of each defendant has not been determined. On 13.12.2024 the HACC delivered a guilty verdict against all nine defendants; the verdict has been appealed, as of July 2026 it is being reviewed by the HACC Appeals Chamber, and it has not entered into force. The proceedings against five members of the NAAS Presidium, who were notified of suspicion in January 2020, were closed by SAPO in 2020 and again in 2022.
