Misappropriation of UAH 259.2 million of budget funds for the national projects "Yakisna Voda" (Quality Water) and "Olimpiiska Nadiia-2022" (Olympic Hope 2022) (State Agency for Investment and National Projects)

According to NABU and SAPO, in 2012, under the guise of loans from SE "State Investment Company" (a structure of the State Agency for Investment and National Projects) to the front companies LLC "Trading House 'Borysfen'" and LLC "Borzhava Resort", UAH 259.2 million allocated from the state budget for the national projects "Yakisna Voda" (Quality Water) and "Olimpiiska Nadiia-2022" (Olympic Hope 2022) was withdrawn; through offshore companies the funds were directed, among other things, to the purchase of land plots in Zakarpattia and Volyn Oblasts. Oleksandr Kaskiv is the brother of the then head of the State Agency for Investment and National Projects Vladyslav Kaskiv; he was served a notice of suspicion on 21 June 2018, updated on 26 May 2021 (creation of a criminal organisation, money laundering), and he was put on the international wanted list. On 5 July 2024 the HACC approved a plea agreement and delivered a guilty verdict (Article 27(3), Article 191(5), Article 27(3), Article 209(3) of the Criminal Code): a fine of UAH 850 thousand and an obligation, together with other defendants, to compensate UAH 259.2 million; the verdict entered into force on 6 August 2024. Vladyslav Kaskiv himself was not charged in this case.
