Privatised service apartment in the “Panorama na Pechersku” residential complex and false information in the declaration worth UAH 2.4 million

Bihus.Info journalists reported that in December 2013 Constitutional Court judge O. Kasminin was given the use of a service apartment of over 150 m² in the «Panorama na Pechersku» residential complex in Kyiv, and in May 2014 he obtained its removal from the service housing stock and privatised it; according to the journalists' estimate, it is worth over UAH 5 million. The journalists note that the privatisation was formally lawful. On 09.09.2021 the NACP, following a full audit of the 2020 declaration, reported false information worth UAH 2.4 million: the declarant did not state the value of an apartment with a total area of 150.5 m²; the conclusion was sent to NABU (Article 366-2 of the Criminal Code). The NACP does not give the apartment's address — the match with the apartment from the investigation is established only by its area. The judge challenged the NACP conclusion in an administrative court. The record uses the amount from the NACP announcement (UAH 2.4 million); the journalists' estimate (over UAH 5 million) is the value of the apartment, not the amount of false information. No data on registered NABU proceedings or a suspicion were found.
