Misappropriation of the property of “Odesa” airport (UAH 118 million in property, over UAH 2.5 billion in revenue)

According to NABU and SAPO, in 2011 two well-known Odesa businessmen organised a scheme to take possession of the property of MUE Odesa International Airport: an LLC they registered obtained, without a competition, 75% in a company jointly owned with the Odesa City Council, to which the airport’s property complex worth about UAH 118 million, not subject to privatisation, was transferred; according to investigators, the participants of the scheme took possession of this property and the revenues from the airport’s operations for 2012–2022 totalling over UAH 2.5 billion (the episode amount is UAH 118 million, the value of the property). NABU does not name them; according to the media and Bihus.Info, they are Borys Kaufman and Alex Borukhovych (Oleksandr Hranovskyi). In April 2019 Bihus.Info reported how, after the airport property was transferred to the management of ARMA (2018), this ruling was overturned. Notices of suspicion were served on 29.08.2023, new ones on 17.05.2024; the investigation was completed in May 2024. On 12.06.2025, according to media reports, the HACC approved plea agreements with seven defendants (suspended sentences, fines, obligations to compensate the Odesa City Council over UAH 1 billion). The entry of the verdict into force has not been officially confirmed, so the status is “under trial”.
