According to NABU and SAPO, in 2010 the First Vice Prime Minister, in collusion with the then head of the State Agency for Investment and Innovation, arranged the allocation of about UAH 170 million to OJSC "Zavod Napivprovidnykiv" (Semiconductor Plant), of which he had become the de facto beneficiary in 2008, supposedly for an innovation project, as well as the transfer of UAH 25.3 million to controlled companies supposedly for energy-saving technologies — over UAH 195 million in total. The investigation was opened by the Prosecutor General's Office in 2014, and has been conducted by NABU since 2019. On 17 October 2023 the indictment was sent to the HACC (Article 27(3), Article 191(5) of the Criminal Code); on 12 June 2025 the court decided to hear the case in absentia. On 11 August 2026 the co-defendant, the former head of the State Agency for Investment and Innovation, was released from liability due to the expiry of the statute of limitations; as regards Andrii Kliuiev, the trial continues and there is no verdict.
