According to a Bihus.Info investigation (July 2023), in September 2022 the capital construction department of the Mariupol City Council commissioned Arkhstroitekhnadzor LLC to renovate an abandoned dormitory in Dnipro as housing for families from Mariupol for over UAH 35 million (funded from the budget and by international partners). Journalists reported that most of the people in the list of employees submitted by the company were made up: non-existent names, invalid tax numbers, other people's passport details, an identical signature; the company ordered the expert review of the works project a day before the first tender was announced. The amount is the contract value, not an established amount of damages. No official proceedings regarding this contract have been registered (no law enforcement announcements were found).

According to a Bihus.Info investigation (July 2023), «Arkhstroitekhnadzor» LLC (EDRPOU 41397497), which had previously carried out small contracts in Mariupol (fitting out bus stops), from July 2022 received orders directly, without competitive tenders, from the Kyiv Regional State Administration for the restoration of housing and educational institutions: over UAH 15 million in July–August 2022 (over 13 million on a single day, 2 August), and over UAH 30 million by the end of 2022. Journalists reported that only incomplete copies of contracts and general cost estimates were published in Prozorro, and that for a site in Irpin the contracts for over UAH 16 million, acts for slightly over 6 million and payments of 6.5 million do not match; at the end of 2022 the company directed over UAH 20 million to buying waterproofing fabric from an enterprise that sews blankets. The amount is the volume of orders, not an established amount of losses. According to the Kyiv Oblast Prosecutor's Office's reply to a journalists' request, investigators are conducting a pre-trial investigation into the conclusion of non-competitive direct contracts; no notices of suspicion were found.
