Misappropriation of over UAH 27.3 million of budget funds in the construction of a kindergarten in Hatne (2018–2020)

According to NABU and SAPO, in December 2017 – March 2018 officials of a village council ensured that a predetermined contractor won the tender to build a 280-place kindergarten in Hatne (a suburb of Kyiv); despite part of the works not being performed and materials being purchased at inflated prices, the contractor was paid, and contracts for already completed design works were concluded with another contractor. The kindergarten has not been completed; according to investigators, the participants in the scheme misappropriated more than UAH 27.3 million in 2018–2020 (total amount for all participants). Notice of suspicion was served on 5 persons on 7 November 2022; the indictment was sent to the HACC on 5 March 2024 (court case No. 991/1750/24), and on 23 May 2024 the case was scheduled for trial on the merits. Official announcements do not name the persons; according to TI Ukraine, the defendants include former head of the Hatne village council Bronislav Korytskyi. As of 10.2026, no verdict has been found.
