Civil forfeiture: a share of an apartment in a Kyiv residential complex registered to a relative declared an unjustified asset (UAH 4.35 million)

According to a SAPO lawsuit (based on materials from the NACP's lifestyle monitoring, NABU data and an investigation by Slidstvo.Info), in 2021, while Vitalii Koval headed the Rivne Regional State Administration, a relative of the official acquired an apartment of more than 170 m² in an elite residential complex in Kyiv; since 2023, the official has declared it as his family's place of residence, and according to SAPO's evidence the family used it earlier. SAPO considers the owner's account of a loan of almost UAH 5.5 million to be refuted. On 8 May 2025, SAPO filed a lawsuit with the HACC seeking recovery of part of the asset or its value (more than UAH 9.3 million). On 2 September 2026, the HACC partially granted the lawsuit: it found 53.15% of the apartment unjustified and ordered UAH 4,353,176 to be recovered from the official to the state; the decision may be appealed. The amount entered is the figure from the court decision; Slidstvo.Info estimated the apartment at UAH 17.7 million, SAPO at USD 300 thousand (UAH 8.1 million at the time of acquisition). This is civil forfeiture, not criminal proceedings: Koval has not been served a criminal notice of suspicion, and there is no verdict. The official denied any financial involvement in the purchase of the apartment.
