Purchase by the Borshchahivka community in 2023 of the private kindergarten “Levenyatko” from an MP for UAH 98.3 million

According to a Bihus.Info investigation (session decisions of the Borshchahivka Village Council, declarations), in 2023 the Borshchahivka Village Council, headed by Oles Kudryk, decided to buy the premises of the «Leveniatko» preschool with a boiler house and land in the «Lvivskyi Zatyshok» residential complex for UAH 98,342,570 (the episode amount is the purchase price, not established losses). The seller was Member of Parliament (MP) Viktor Mialyk; the facility was already operating as a private one, so, according to journalists, the purchase did not reduce kindergarten waiting lists. Journalists compare the price with the construction of new kindergartens (for example, almost UAH 54 million in Zakarpattia) and with the price of a ready-made kindergarten in Bilohorodka (slightly over UAH 55 million for 1,900 m²); according to Mialyk's declarations, in 2020–2022 he received about UAH 3 million from renting out the building. Mialyk says he sold at the lowest of three expert valuations commissioned by the village council; Kudryk says the price included equipment and furniture. In October 2024, following a complaint by lawyers associated with Bihus.Info, the Kyiv-Sviatoshyn District Prosecutor's Office opened criminal proceedings under Article 191(4) of the Criminal Code of Ukraine regarding the community's purchase of kindergartens; the sources contain no notices of suspicion in these proceedings, so the episode status is journalistic investigation. Purchase by the Sofiivska Borshchahivka village council in 2020 of the “Dyvosvit” kindergarten for almost UAH 70 million

According to a Bihus.Info investigation (registers, community contracts), in August 2020, a few months before the local elections, the Sofiivska Borshchahivka Village Council, headed by Oles Kudryk, bought from «Brokvital» LLC the building of the «Dyvosvit» kindergarten for 75 children in the «Sofiia Kyivska» residential complex for almost UAH 70 million (the episode amount is the purchase price according to journalists, not established losses). Journalists compare the price with new kindergartens in Volyn (UAH 31 million for the same number of children) and Ternopil region (UAH 40 million for 120 children), and note that the seller company had meagre revenues before the deal and was re-registered after it to a person listed in hundreds of companies. That same year the village council bought the «Soveniatko» kindergarten in the «Zatyshnyi Kvartal» residential complex: under the contract, UAH 39 million for the building and almost UAH 8 million for equipment (almost UAH 47 million in total), separately UAH 1.7 million for the land, and in 2024 premises for a shelter for almost UAH 12 million. Kudryk explains the prices by the quality of the renovation and equipment.
