“Kyivpastrans” contracts for tram track repairs for a firm linked to the uncle of the directorate head

According to an investigation by Bihus.Info (January 2020), KP Spetsavtomatyka, which previously dealt with fire alarm systems and where Yurii Kurbal’s uncle Viktor Rafalskyi had previously worked, received a licence for track construction on 9 January 2019, and on 14 January 2019 a Kyivpastrans contract for UAH 17 million (repair of a section of the high-speed tram line from Hnata Yury station). The tenders were announced by the construction directorate headed by Kurbal. According to the Bihus.Info text article, in 2018–2019 the company won contracts worth over UAH 323 million (the video says almost UAH 300 million; the episode amount is the contract value stated by journalists, not established losses). Journalists reported that rails and fastenings were procured through the intermediary Avira Markets at roughly twice the price (fastenings at UAH 4,500 apiece versus about UAH 2,000–2,700 in previous procurements) and without the rubber pads required by the standards. As far as is known from the sources, no official criminal proceedings have been registered regarding these contracts.
