Contract between “El-enerho” and MUE “Dniprovodokanal” for over UAH 850 million following a tender with a single bidder

According to a Bihus.Info investigation, LLC «El-enerho», co-owned since August 2023 by O. Kyriushchenko (49%), in December 2024 became the sole bidder in a tender by MUE «Dniprovodokanal» for the supply of electricity until the end of 2025 (expected value in the video — UAH 865 million, contract — over UAH 850 million) and concluded the contract. The journalists point out that the customer required confirmation of the ability to supply imported electricity, although, according to the water utility's own response during the tender, it had no technical capacity to receive it; the journalists found no similar conditions in the tenders of the Lviv and Mykolaiv water utilities. The supporting document was provided to «El-enerho» by a company that the journalists link to the circle of MP Yu. Boiko. According to the journalists, «Dniprovodokanal» paid the company over UAH 700 million in total. The episode amount is the contract value, not an established loss. This is a journalistic investigation: no criminal proceedings have been registered and no charges have been brought. O. Kyriushchenko declined to comment to the journalists.
