Charges of attempting to bribe the leadership of the Ministry for Restoration and the State Agency for Restoration for contracts worth UAH 1 billion

According to NABU and SAPO, in August 2023 a Member of Parliament approached a top official of the Ministry for Restoration with a request to award a controlled company («Iu AR Di» LLC, according to TI Ukraine) reconstruction contracts worth UAH 1 billion and promised a «reward» of 3–5% of the value of each contract; subsequently, according to investigators, USD 150 thousand was handed to an official of the State Agency for Restoration. The operation was conducted under NABU control with the participation of the leadership of the ministry and the agency. On 21.11.2023 a notice of suspicion was served (Article 369(4) of the Criminal Code); in January 2024 the investigation was completed, and the case is being heard by the High Anti-Corruption Court. Official NABU and SAPO statements do not name the person; the identification as Serhii Labaziuk is given by Interfax-Ukraine and TI Ukraine. The defendant denies intent to give an undue advantage; there is no verdict. The amount in the record is the USD 150 thousand of undue advantage handed over according to investigators; the total promised «reward» (3–5% of UAH 1 billion) has not been separately established.
