According to the SBU, during the full-scale invasion (2022) the then Deputy Minister of Social Policy concluded an unauthorised agreement with a commercial company to purchase computers for the ministry's central office: the agreement allegedly did not match the goals of the World Bank cooperation project under which the purchase was to be made and was not approved by the Ministry of Digital Transformation. According to the investigation, a forensic economic examination established losses to the state budget of over UAH 24 million. On 20 January 2025 SBU investigators notified him of suspicion under Part 2, Art. 367 of the Criminal Code (official negligence); procedural supervision by the Office of the Prosecutor General. The SBU does not name him; the name is given by RBC-Ukraine's sources, and the position and period match Cabinet of Ministers order No. 461-r and NACP declarations. Further progress of the case as of 5 October 2026 has not been verified. No court has established guilt.
