According to investigators (SBU, Office of the Prosecutor General), in autumn 2022 the Ministry of Defence and LLC "Lvivskyi Arsenal" concluded a contract for the supply of 100 thousand mortar rounds (almost UAH 1.4 billion) through the Slovak company SEVOTECH; an addendum of 10 November 2022 provided for a prepayment of UAH 1.3 billion (97% of the value), part of the funds was transferred abroad, and the ammunition was not delivered. On 27 January 2024, five persons, including the former acting head of the Ministry of Defence's Department of Military-Technical Policy Oleksandr Liiev and the director of LLC "Lvivskyi Arsenal" Yurii Zbitniev, were served notices of suspicion under Article 191(5) of the Criminal Code of Ukraine. On 26 August 2025, the indictment was received by the HACC (case No. 991/8743/25); on 24 November 2025, the case was scheduled for trial on the merits; as of September 2026, the trial is ongoing and there is no verdict. The record shows the prepayment amount of UAH 1.3 billion; the SBU and Transparency International Ukraine cite "almost UAH 1.5 billion". About UAH 818 million has been seized in the accounts of "Lvivskyi Arsenal". Liiev denies the charges.
