Procurement of transformers and meters for JSC "Kharkivoblenergo" at inflated prices (losses of UAH 12.5 million)

According to NABU and SAPO, in 2021 the acting chairman of the board of JSC "Kharkivoblenergo", together with a person who controlled a number of companies supplying power equipment, set up an organised group. During April–September 2021 the head of the company ensured that two "right" companies won procurements of 11,904 units of transformer equipment and 79,425 units of electrical measuring instruments at a price inflated by UAH 132.5 million; partial performance of the contracts in 2021–2022 caused the company UAH 12.5 million in losses, and misappropriation of a further UAH 120 million, according to investigators, was thwarted. Notice of suspicion was served on the acting chairman of the board (Article 27(3), Article 191(5); Article 15(3), Article 27(3), Article 191(5) of the Criminal Code) in August 2024; on 17 September 2026 the indictment against 8 participants was sent to court. Official statements do not give full names; according to Ukrainska Pravda, the person is Kostiantyn Lohvynenko, who, according to the Unified State Register, was the head of JSC "Kharkivoblenergo". The record contains the losses of UAH 12.5 million (excluding the amount of the attempt). There is no verdict.
