According to NABU and SAPO, in 2022 the Deputy Minister for Development of Communities, Territories and Infrastructure, in exchange for an undue advantage, facilitated the conclusion of direct contracts for the procurement of equipment for the heating season (mobile water purification units, generators, mobile boiler houses, etc.) with predetermined suppliers at inflated prices; procurement worth UAH 1.41 billion was carried out by the state institute «UkrNDIvodokanalproekt». According to investigators, he requested UAH 40 million in undue advantage and received part of it through an accomplice — USD 400 thousand (the episode amount). On 21–22 January 2023 he was detained and served with a notice of suspicion under Article 368(4) of the Criminal Code. The investigation was completed in October 2023; on 15 May 2024 the indictment reached the HACC (case No. 991/4139/24), and the trial has been ongoing since 16 May 2024. One of the accomplices (the provider of the advantage) concluded a plea agreement. Official announcements do not give the name; the name is reported by ZN.UA, TI Ukraine and Wikipedia. There is no verdict regarding Lozynskyi.
