On 6 February 2025 NABU and SAPO announced the exposure of a criminal organisation which, according to investigators, controlled the adoption by the Kyiv City Council of decisions granting rights to land: non-existent or primitive structures were registered to controlled persons (the «toilet scheme»), and then plots for their maintenance were obtained without auctions. According to NABU's initial announcement, in 2023–2024 land worth UAH 11.6 million was taken out of the Kyiv community's ownership, and the misappropriation of six more plots worth UAH 83.7 million was prevented; in January 2026, after the suspicions were amended and the investigation completed, NABU announced that the participants had planned to take possession of land worth over UAH 81 million (this later amount is used in the record). NABU does not name them; the names of the suspects are given by Bihus.Info journalists, who reported in October 2025 that some of the persons involved continue to work at the Kyiv City Council. As of 20 January 2026 the investigation has been completed and there is no verdict regarding these persons; they are presumed innocent until a verdict enters into force.
