According to a Bihus.Info investigation (July 2023), Last Bud Kepital LLC (EDRPOU 42846508), which won road contracts before the full-scale invasion, has since summer 2022 received orders for the reconstruction of Kyiv Oblast worth approximately UAH 40 million. The journalists refer to criminal proceedings in which the company is described as part of a network of related firms used to imitate competition in tenders, with no property or employees of its own; the proceedings concern fictitiousness, tax evasion, forgery of documents, price inflation and incomplete performance of works. The company is registered at a mass-registration address in Kyiv. The amount is the volume of orders, not an established amount of damages. No notice of suspicion to the company's founder was found.
