Embezzlement of Vyshhorod budget funds: purchase of excavators and payment for dredging works not performed

According to investigators, in the first months of the full-scale invasion officials of the Vyshhorod City Council, under the pretext of meeting the needs of a volunteer formation, purchased two backhoe loaders for UAH 7.8 million through a controlled company without its own capacities, with the price inflated by approximately UAH 800 thousand per unit (losses of over UAH 1.6 million). Second episode: the mayor, according to investigators, signed acceptance certificates for dredging works on a storm sewer settling tank, knowing they had not been performed, and initiated the transfer of over UAH 5 million. On 8 October 2025 the mayor and the director of the contractor were served notices of suspicion under Article 191(5) of the Criminal Code (total amount according to the OPG statement — over UAH 6.6 million).
