Procurement of Earth remote sensing services by the Ministry of Ecology from an Austrian company: suspicion of misappropriating UAH 32 million (proceedings closed due to the statute of limitations)

According to NABU and SAPO, in 2011 the Ministry of Ecology selected a pre-determined Austrian company as the winner of a tender to develop software for environmental monitoring using Earth remote sensing (a contract worth UAH 41.15 million); the actual contractors received about 20% of the amount, while the remainder, UAH 32.048 million, was, according to investigators, transferred during 2012 to the accounts of non-resident companies on the basis of fictitious documents. On 02.02.2023 the former Deputy Minister — Chief of Staff of the Ministry of Ecology was notified of suspicion in absentia (Part 5 of Article 191 of the Criminal Code); in March 2023 he was put on the wanted list, and later he appeared before investigators of his own accord. On 19.06.2023 the defence reimbursed more than UAH 32 million, and on 04.07.2023 the case was sent to the HACC (charges in court: Part 2 of Article 28, Part 2 of Article 364, Part 1 of Article 366 of the Criminal Code). On 07.08.2023, at the request of the defence, the HACC released him from criminal liability due to the expiry of the limitation period and closed the proceedings (on non-exonerating grounds); according to TI Ukraine, he did not admit guilt. No verdict was delivered. Full name according to Ekonomichna Pravda and TI Ukraine (NABU does not name him).
