According to the SBI investigation, on the instructions of the then Minister of Energy and Coal Industry and the head of the ministry's oil and gas department, amendments were made to the operating agreements for state gas distribution systems in favour of entities of a well-known businessman (33 of 37 agreements were signed with protocols of disagreement). On 1 February 2023 the former minister was served a notice of suspicion of official negligence; on 17 May 2023 the suspicion was changed to abuse of office (Article 28(2), Article 364(2) of the Criminal Code). On 3 March 2025 the indictment was sent to the HACC. Amount of funds not received by the budget: UAH 1.5 billion according to the indictment, UAH 1.55 billion (May 2017 – December 2020) according to the notice of change of suspicion. Official statements do not name the person; the name Ihor Nasalyk is given by LB.ua citing the SBI. There is no verdict.
