Charges of receiving over UAH 722 million in undue advantage for VAT refunds to agroholding companies

According to NABU and SAPO, in 2015–2016 the Head of the State Fiscal Service, with the assistance of an adviser, received USD 5.5 million and over EUR 21 million in undue advantage (at the exchange rate at the time of the events — over UAH 722 million) for ensuring VAT refunds to companies of the «Ukrlandfarming» agricultural holding. The notice of suspicion was served in October 2022, the investigation was completed on 2 February 2023, and the indictment was sent to court in May 2023. In 2026, the HACC merged this case with the case on money laundering and is considering it on the merits. There is no verdict; the person is presumed innocent until proven guilty by a court.

“Gas case”: unlawful instalment plans for rent payments to companies of Onyshchenko’s scheme (losses of over UAH 2 billion)

According to NABU and SAPO, in 2015 the head of the State Fiscal Service adopted a number of unjustified decisions granting instalment plans for subsoil-use rent payments to companies involved in the so-called "gas scheme" of former MP Oleksandr Onyshchenko, totalling UAH 2.019 billion. The indictment was sent to court on 10.11.2017. On 31.10.2025 the HACC sentenced Roman Nasirov to 6 years' imprisonment; on 2.04.2026 the Appeals Chamber of the HACC upheld the verdict, and it entered into force. On 8.05.2026 the Appeals Chamber ordered him to pay UAH 11,248,833 in material damages under a civil claim. The amount in the record is per the charges (UAH 2.019 billion); the amount established by the verdict should be checked against the text of the verdict.
