According to NABU and SAPO, at the beginning of 2024 a private company decided to lease a 19-hectare forest plot for recreational activities; after refusals from the Regional State Administration, the company's representative received an offer from the deputy head of the Regional State Administration, who, according to investigators, asked to be given USD 200 thousand and repeated the request during May–June 2024. According to the video, he did not receive the funds. On 24 October 2024 the former deputy head of the Regional State Administration was served a notice of suspicion (Article 368(4) of the Criminal Code of Ukraine), and on 14 March 2025 the case was sent to court. The official announcements do not name him; the identification as V. Orlov is given by Bihus.Info and the complainant in the case, and the position is confirmed by the Register of Declarations. There is no verdict.
