Misappropriation of UAF funds during the procurement of equipment for an artificial football turf plant

According to the Office of the Prosecutor General, in 2016–2017, during the procurement of equipment for building a plant producing artificial turf for football pitches, the then President and General Secretary of the UAF, together with other persons, misappropriated UAH 26.5 million of the association's funds; about UAH 15 million was moved to accounts of a controlled enterprise abroad. The proceedings were investigated by NABU from 2018 and later transferred to the Main Investigation Department of the National Police of Ukraine (procedural supervision — Office of the Prosecutor General). In November 2022 A. Pavelko was served a notice of suspicion (Article 191(5), Article 209(3) of the Criminal Code), and on 23.04.2026 the indictment was sent to court. In 2017–2018 Bihus.Info reported that under a state programme turf for pitches was purchased only from the «FFU Production» plant linked to Pavelko, at a higher price than from European manufacturers (EUR 16–18 versus 12–14). The UAF funds are not budget funds; at that time Pavelko was a Member of Parliament (MP). There is no verdict.
