Solicitation of USD 100,000 and receipt of a USD 50,000 undue advantage for the lease of 2.5 ha of municipal land in Reni

According to NABU and SAPO, the mayor of one of the city councils in Izmail District of Odesa Oblast, together with a council member (head of the land commission), asked for USD 100 thousand for leasing about 2.5 ha of municipal land to a citizen; on 24 January 2023 the officials were detained after receiving the first part — USD 50 thousand. On 15 March 2023 the case was sent to the HACC; on 17 April 2024 the HACC found both guilty under Article 368(4) of the Criminal Code (the mayor was sentenced to 9 years' imprisonment with confiscation). The defence filed an appeal; as of September 2026 the appeal proceedings have not been completed, so the verdict has not entered into force. Official statements do not name the persons; the name Ihor Pliekhov is given by LB.ua (citing media), Bessarabia INFORM and the “HACC Verdicts” project.
