Charges against Sumy Regional Council members of offering a USD 100,000 undue advantage to the head of the Sumy City Military Administration for merging hospitals

According to NABU and SAPO, two members of the Sumy Regional Council offered the head of the Sumy City Military Administration USD 100 thousand for merging two medical facilities (City Hospital No. 5 and St. Panteleimon Hospital), which would have increased funding, and for keeping one of the council members as chief physician of the merged facility, and also promised 10–20% of the budget funding of the new medical facility. On 26 March 2024 they were detained while handing over the first tranche of USD 50 thousand; notice of suspicion was served on 27 March 2024. In November 2024 the indictment was sent to the HACC (Article 369(3), Article 14(1), Article 191(5) of the Criminal Code; for Halaiev also Article 27(4) of the Criminal Code), and on 20 January 2025 the case was scheduled for trial. Official announcements do not name them; identification is based on Suspilne and other media reports. As of 3 October 2026, the outcome of the trial has not been verified. There is no verdict.
